I have the honour to acknowledge Your

Honour's letter of this date, in which you enquire whether I

intended in my former letter to convey to you the fact that I

disbelieved the statements you had made, but believed those made

by Mr. Suth.

The words I used are not I think capable of

such an interpretation. I said that I could not believe that

servant of the Crown, with so long and honourable a record of

service as Mr. Seth has could have made a statement to me which

he did not believe to be true. It is equally impossible to

believe that the Chief Justice of Hongkong could do so,

The statements made by Your Hoar,and by Mr.

Seth are conflicting, and as the matter with which they are

concerned occurred some time ago the inference is that your

memory of what occurred and his memory differ, and it is imm

-possible for any third person to say which is the more

acourate. I therefore remarked that I left the Secretary of

State to deal with them as he might think best.
